Dividing by miles per hour is the same as multiplying by hours per mile. You want units of miles and hours to cancel, leaving only units of minutes.
The factor containing minutes must have minutes in the numerator, leaving only the last two selections. The factors containing hours must have hours cancel, leaving only the 3rd selection.
