First of all you find out how much they go in 18 minutes:
1 minute = (4/7)/18
Times this by 30, to get how far he gets in 30 minutes.

((4/7) / 18)*30 = 0.952 (3 DP)
In 30 minutes the person walks 0.952 (3DP) of a mile
