Because they were still rural and backward nations with system of education ranging from ineffective to nonexistent. The power unit at the bottom of the administrative structure is still village with local chiefs in charge of local affairs. The power structure is essentially feudal. African nations did not undergo industrial revolutions. The literacy rate is extremely low as well.
