I had the question on an exam, I answered D and I got 97% on the test, I got it correct with the answer of D. TO be fair I guessed on the test and got it right, lucky guess I suppose.
According to electrostatic concept the electric potential will be toward the negative charge and the coulomb force will be directed towards the negative charge.
