I can't see the choices you've been given, but to answer this question you'd have to find the y-intercept by substituting the coordinates into y = mx + c (with c being the intercept), so:
-4 = (1/3 × 3) + c
-4 = 1 + c
- 1
-5 = c
Now you know the intercept is -5, so your equation is y = 1/3x - 5. I hope this helps!
