An ozone in the troposphere will prevent lights from escaping the earth's atmosphere which causes global warming. Global warming causes sea level to rise, melting of glaciers, high ph in the ocean which leads to more chance extreme weather such as hurricane. An ozone in the stratosphere is a good thing because it prevents harmful sun rays from entering earth which could cause skin disease. Hope this helps :)
