A decimal is basically just the number divided by a 1 followed by the amount of numbers behind the decimal as 0.

Doesn't really make sense like that, but it means we can write .2 as 2/10 and .21 as 21/100.

So 8.21 as a mixed number is [tex]8 \frac{21}{100}[/tex].
