The Romans extended citizenship to those they conquered because they felt that would make the people feel like they were a part of the group. It helped the people to believe Roman Government and Army. They had a strong army. They allowed states to run their own businesses. They built roads to expand their towns so the army could move quicker especially anyone who tried to cause problems.
