When a business is interested in investing in labor resources, which would be the most rational approach to hiring?

Investing in labor resources needs actual output. Hiring must require prior creations or projects done by the worker or skilled professional that are certified by previous employers. Skill-based is the priority of the company, this would put a high regard on the abilities that the hired persons can do to help the company grow.

They would want to hire labor with the highest level of skills that is needed for that job
