Reasons why people claimed the mayans were not an empire

This is mostly said because they were not technically a unified empire under a single banner. It consisted of many smaller Mayan cities who had their independence even though there was a ruler that kind of held everything under his command. Many of them were not even ethnically connected and had somewhat different cultures. They weren't the same as european empires.
