Hello:
the equation is : y = ax+b
the slope is a : a×(2/3) = -1......( perpendicular to a line : 2x-3y =7 with a slope of 2/3 because : y = (2/3)x-7/3)
a = -3/2         y=(-3/2)x+b
the line that passes through (-2, 1) : 1 = (-3/2)(-2)+b
b = -2
 the equation is :  y  = (-3/2)x-2
