What does Otto von Bismarck think is the danger in making pieces of German Austria part of a unified Germany?

Otto Van Bismark thinks that the already unified Germany would be weakened if Austria refused unification,  This is because with splitting countries it is harder to take control rather than if you were to be completely unified where they would all be under one rule.
