Sargon is identified as the first person on record to rule over an empire. Most accounts of his reign are considered legend, and little is known of the actual man. In contrast, the reign of Hammurabi is extensively documented. The body of laws he created, The Code of Hammurabi, is still referenced and studied in modern times.
