the answer to this question is commonly believed by police administration to create a sense of omnipresence.
People have higher tendency to condone in negative actions if they think that no one is seeing them. Random patrol somehow give a sense that someone still watching them and they will be exposed to a certain legal risk if they condone in the negative behavior.
