This is a TRUE statement. 

Consider the following example:

5 can also be written as [tex]5x^{0} [/tex]. Any variable raised to power 0 is equal to 1. So x raised to power 0 is equivalent to multiplying by 1, it leaves the expression/number unchanged. 

So yes, polynomial of degree zero is a constant term
